Is it still considered organic gardening if you use poison traps for rats?

I must re-word: How do we establish society that prevents corruption - like organic gardening keeps out pests?
“Time” - the sage asked:
Every group, business, organization, etc. has a set system. Some people study it for control not meant for them, exploitation and disruption.
It is like an ordinary garden with no plan for pest control.
What ideas do you have for society that would be parallel to organic gardening? (plant rotation; one plant to keep another plant’s predators; soil protection; etc.)
